Descriptions of this pull request:
将命令行的下载器和启动器加入了WPS框架，但是由于还没有进行对接，因此不能在界面中运行。目前下载器可以实现更新hash.json，检查更新，下载，删除，启动进程（一个下载下来的exe文件）和移动到其它路径的功能。文件中的main函数就是命令行程序的主入口Main。
