[ML] Bedrock Cohere Task Settings Support - #126493

Add support for Cohere Task Settings, InputType and Truncate, through the Amazon Bedrock provider integration. Task Settings can now be passed bother during Inference endpoint creation and Inference POST requests. Close elastic#126156
