chore: bump release version to 6.3.1

chore(relup): drop the unsupported 5.10.4 to 5.10.5 hop

Hot upgrade from 5.10.4 to 5.10.5 is not supported. Remove the hop from the plugin catalog so that list-supported-paths does not offer it, and replace the hop-specific handler cases with a check that the shipped catalog is empty. Bump the plugin to 1.0.2 so the package differs from the 1.0.1 release-candidate package that still carried the hop.
