I am an Executive Program Manager in the Welfare Public Administration domain, accountable for outcomes, budget, and delivery across a modernization portfolio. I coordinate multiple streams and cross-functional teams, guiding Program Managers, Solution Architects, and engineering teams, and I own the technical strategy for the domain: standards, solution directions, and reference architectures for the replacement of large-scale legacy systems. That remit includes the strategy for AI adoption in software development, from the practices engineering teams follow to the governance around them.

Behind the leadership role there is over a decade of hands-on engineering, and I still write code, publish libraries, and review architectures. My work sits at the demanding end of the discipline: high-complexity distributed architectures, concurrency, and the resilience of systems that cannot afford to fail. It is the kind of engineering where correctness has to be reasoned about rather than assumed, and that is what my open source work and my writing keep coming back to.

I hold an MSc in Computer Engineering from La Sapienza, University of Rome, with a specialization in distributed systems and computer architecture, and my earlier research on distributed and adaptive systems was presented at the Self-Adaptive and Self-Organizing Systems conference. I am also registered in the European Commission expert database for evaluation and advisory activities on digital transformation, interoperability, innovation, and public sector modernization.

📦 Open Source

I maintain 19 packages on NuGet, with 27k+ total downloads. The most used are WART-Core, which forwards Web API calls to a SignalR hub as real-time events, SharpConnector, which puts one API over multiple NoSQL backends, and RESTSchemaRetry, an implementation of the Schema-Retry pattern for REST clients.

Not everything I work on ships as a package. SibillaOS is an Ubuntu 24.04 derivative, released under Apache-2.0, that turns a machine into a local LLM appliance, currently a proof of concept. dotnet-design-patterns is a teaching collection of all 23 Gang of Four patterns implemented in C# on .NET 9, each with its own README and xUnit tests, and it is the repository people star the most.

🇮🇹 Developers Italia

Four of my NuGet packages target the Piattaforma Digitale Nazionale Dati, the Italian public sector interoperability platform, and two of the repositories behind them are maintained under the Developers Italia organization: pdnd-client-assertion-generator, which handles OAuth 2.0 client assertion and voucher retrieval, and pdnd-metadata-dotnet, which extracts and normalizes request metadata.
