RoadCondition wetness is read from xosc and outputted as OSI RoadCondition water_film_height with the following enum mapping:
Dry: 0.0 mm
Moist: 0.1 mm
WetWithPuddles: 1.0 mm
LowFlooded: 10 mm
HighFlooded: 50.0 mm
Closes #826
