Adding new pages to a Journal Entry can insert at unexpected locations #8232

New Pages added to a journal entry will add to the bottom of the existing Pages, until any page has been drag-reordered, at which point new Pages will insert themselves at an unexpected location.
Simple steps to reproduce the bug:

1. Create a new JE, add a few Pages. Note they each append to the end of the Page list.
2. Drag any page into a different position in the list.
3. Add a new Page. Note it does not append to the end of the list.
