Release building-with-zep plugin v0.2.0 - #588

Summary

• Release building-with-zep v0.2.0 across Claude Code, Codex, and Cursor, remove redundant marketplace versions, add required Codex interface metadata, and point all manifests to the canonical documentation.
• Add a changelog and refocus the README on maintainer architecture, local development, content placement, and the release process.
• Add scoped Claude and Codex maintainer instructions with CI enforcement that keeps their duplicated guidance synchronized.
• Add manifest tooling and an advisory PR workflow that enforce matching versions and MCP endpoints and require a semantic-version increase for loaded plugin changes.
