added new color "priority" color for important severity in markup
all message-box style, and error form elements use monochrome text
tweaked and improved action logs colors

This PR was written with the help of Claude Opus 4.7

Fixes go-gitea#37416. PR go-gitea#37019 set --color-{info,success,warning,error}-text to var(--color-text) for message-box legibility, but base.css markdown alerts (tip, warning) read those vars as colored accents and lost their color. - Restore --color-{info,success,warning,error}-text to colored values, using Primer fg tokens (matches GitHub). - Add --color-done-{bg,border,text} for the "important" alert type and the action log debug line bg. - Drop the now-redundant color: override in .ui.message severity selectors; they inherit monochrome var(--color-text) from the base rule, preserving go-gitea#37019's intent for message boxes. - Apply explicit monochrome var(--color-text) / var(--color-input-text) to the other tinted-bg components that go-gitea#37019 made monochrome (form/input errors, banner preview, auto-merge tip). - Action log: add notice line bg + label color, debug line bg, and scope debug color to the label only (parity with error/warning/notice). - devtest: add markdown alert blocks and missing severity components to severity-colors.tmpl; add ::error/::warning/::notice/::debug mock log lines so the action log color path is exercisable. primer has this color as "done" but I think GHA does not actually use the primer color. I dont' like "important" name because it could be confused with CSS important.

Addresses review feedback (go-gitea#37417): - "important" was confusable with CSS !important; "priority" reads cleanly and slots into the info/success/warning/error/priority family. - Debug log line bg is no longer tied to the [!IMPORTANT] markdown alert color.
