Adds Component.extra_cls for custom CSS class overrides on pre-built components, wired into all 17 components via a new merge_cls() helper.

New: Component.extra_cls field, merge_cls() helper in core.element. New: default theme stylesheet and styling guide. New: CI check keeping docs theme CSS in sync with admin example theme. Fix: RadioGroup and Form now render a class on their root element. Fix: Breadcrumb extra_cls now merges into the same class as its default styling.
