fix(dashboard): honor reduced motion - #7339

Changes

• wrap the complete dashboard app in MotionConfig reducedMotion="user"
• remove paint-heavy blur filters from shared entrance and exit variants
• reuse shared motion variants in the modal shell, including right-docked panels
• keep shared fade-up and staggered geometry aligned
• normalize changelog attribution for fix(dashboard): honor reduced motion #7339

Verification

• corepack pnpm test (99 files, 1040 tests)
• corepack pnpm lint
• corepack pnpm exec tsc --noEmit
• corepack pnpm build
• git diff --check

Out of scope

• CSS-only transitions outside Motion remain unchanged.
