feat: honor *arr category for local and put.io subfolders (elsbrock#40)

Parse the Transmission "download-dir" torrent-add argument (was reading
camelCase "downloadDir") and key the category store by put.io transfer ID
instead of the hash, which is empty for freshly-added magnets.

Add two independent opt-in flags, both default off:
- use-categories-target: download into <target>/<category>
- use-categories-putio: create <folder>/<category> on put.io and have the
  monitor also track the configured folder's subfolders

Reject categories that escape the target dir. Bump version to 0.11.0.

fix(ci): use skopeo for cross-arch docker push

docker load strips architecture metadata from arm64 images on amd64
hosts, causing both manifest entries to be amd64. Using skopeo copy
preserves the OCI image metadata faithfully. Fixes elsbrock#28.
