fix zenodo archiving: placeholder orcid rejected

zenodo's metadata validation rejects 0000-0000-0000-0000 as an
invalid orcid, which failed the release archive twice. dropped the
identifier (pseudonymous author carries no orcid). publish steps get
skip-existing so re-tagging a release whose files already landed on
pypi is idempotent.
