docs: clarify iteration verification - #1788

Summary

• define focused package and integration-boundary testing as the iteration loop
• reserve full task lint && task test for the integrated branch before handoff, review, or an implementation PR
• retain CI as independent verification, not a replacement for local focused or final checks
