Summary

Version files for 0.16.4, which ships #28: rtx_kron_schedule now writes the RTX's mandatory * execution-context token and can read back what the router renders, so it can create a schedule on real hardware for the first time.

Examples and docs stay at ~> 0.16 — 0.16.4 already satisfies it.

Test plan

  • Makefile:5 and README.md:45,46,56 are the only version-pinned sites; the ~> 0.16 constraints in README.md:30,98, docs/index.md:20 and examples/**/main.tf are deliberately untouched (same shape as the 0.16.1/0.16.2/0.16.3 cuts).
  • CI Build + Test + Lint and Generate on this PR.

Version files only. Examples and docs stay at `~> 0.16`, which 0.16.4 already
satisfies.
