helm: Start Kafka pods in parallel and publish not-ready addresses (g… …rafana#13650) (grafana#13722) Backport of grafana#13650 This change also increments the version number for the helm chart to create a bugfix release. ---- Ensure that Kafka can start from scratch successfully by starting all pods at once instead of waiting for the first one to become ready. This change also modifies the headless service to publish not-ready pod addresses since this is needed to allow Kafka to bootstrap itself. Fixes grafana#13524
