wasm: move host code out of the kernel tree - #53

The host-side JavaScript now lives in tombl/distro under packages/kernel. Remove its sources, package metadata, tests, and build integration from the kernel tree, leaving a pointer README behind. Keep the annotated WebAssembly kernel artifact available as the root-level vmlinux.wasm target and make the flake package that artifact directly.
