[misc] feat: add megatron script for open math reasoning - #3844

Code Review
This pull request introduces support for training with the Megatron backend for the OpenMathReasoning SFT task, including a new recipe script and documentation. It also includes important bug fixes for resuming SFT training from a checkpoint and for handling IPv6 addresses in the vLLM and SGLang servers. The changes are generally good, but I've pointed out an issue with a hardcoded experiment name in the new shell script which could impact maintainability and reproducibility.

The experiment name for the Megatron backend is now partially hardcoded and omits important configuration parameters like PAD_MODE and USE_REMOVE_PADDING. Since these variables are still used to configure the training run, not including them in exp_name can lead to confusion and potential overwriting of experiment artifacts if their values are changed. It's recommended to use a descriptive experiment name that includes all relevant parameters to ensure reproducibility and avoid conflicts.
