remove CSS table from OPS 3.0 spec #6
Description
we already decided to specify CSS 2.1 normatively, in its entirety.
notes #6 and #13 will survive the the removal of the explicit CSS table. These
are the ones (Garth believes) that refer to OPS-specific properties that are
not in CSS 2.1.
