Use paypal without needing bank info? #1206

The current payout guide (https://docs.gitpay.me/docs/en/payouts/) says PayPal is supported for some accounts. Could a maintainer clarify whether PayPal-only payouts are currently available to new contributors, which eligibility conditions or minimum payout apply, and whether separate Stripe/Whop onboarding is required? I am looking for a small funded documentation or ordinary feature task and would like to confirm the payout route before claiming work. I would disclose any AI assistance in the contribution.
