WRF Restart Tests using SANE Workflows - #2383

This PR introduces a set of tests that allows replication of the WRF Feature/Restart Tests which are normally run as regression tests for PRs.

DESCRIPTION OF CHANGES:
Problem:
The work done in PR #2264 only ported over the WRF Coop tests, missing critical restart tests.

Solution:
This PR builds upon the framework setup in #2264, making minor modifications to the custom testing files. Additional documentation has been added to clarify how to use and expand on this testing setup.

One could run these restart tests on Derecho using the following commands (inside a WRF repo clone):

python3 -m venv .venv/wrf_testing
source .venv/wrf_testing/bin/activate
python3 -m pip install sane-workflows
# Runs the restart test cases
sane_runner --path .sane/ --filter "restart.*" --run

Note that currently, not all ported restart tests are passing.
