Version bump to 4.6.91.

• Dashboard Environment settings for the token-saver flags (feat(web): expose token-saver flags in dashboard Environment settings #680): XALGORIX_BOUNDED_CONTEXT, XALGORIX_TOOL_ARCHIVE_ACTIVE_WINDOW, XALGORIX_TOOL_ARCHIVE_MIN_BYTES, and XALGORIX_ROLE_SCOPED_TOOLS are now configurable from Settings → Environment (LLM category). Saving hot-applies to the live runtime config — new scans pick the flags up without a restart. They were Docker-env-only in v4.6.90.
