Fix sync-upstream-release Ubuntu wasm failure and stale build SHA - Skip wasm-pack rebuild (SKIP_WASM_BUILD=1): Ubuntu clang 22 cannot compile sqlite-wasm-rs's C23 [[noreturn]] attributes; use upstream's committed pkg/ (same as upstream release-cli-npm.yml). - Build the rebased tree: prepare now outputs the post-rebase SHA and build jobs check it out, instead of the pre-rebase github.sha.
