Tatsuno Tsurugi's partner, Agumon, takes the form of Victory Greymon after Tsurugi obtains a Digimon Twin. However, Victory Greymon is not a normal evolution, but one of the Arbitrators (alongside Z'd Garurumon), an existence close to God created to stop it if it were to ever be corrupted, and due to that the bond between Tsurugi and Agumon is broken and Victory Greymon would not obey his commands. However, once Tsurugi managed to surpass his anger and hatred towards Barbamon, Victory Greymon finally decided to fight alongside him and easily defeated Barbamon with one Dramon Breaker.[23]
After they defeated N.E.O, Victory Greymon and Z'd Garurumon turned into stone as the Arbitrators' power was no longer needed.[3]

Victory Greymon used to fight in the Colosseum 40th floor but it could not find any opponents because it became too strong. As such, it was glad when Taiga offered to take on its challenge and awaited for him in the Free Battle: "Victorism". This awards Taiga a Gigantic Crushing Sword item.
A Victory Greymon attacks Nicolai Petrov and Sashenka as they try to get to one of the switches in the 90th floor of the Digitower.

The creation of Victory Greymon is detailed in the L&R Wars, an overarching plot covered through the Digimon Twin and Battle Terminal 02. The Royal Knight Dukemon and a Metal Garurumon fought a Tempest-corrupted Qinglongmon of the Four Holy Beasts. Both fought collaboratively and finally defeated the enemy, but Dukemon and Metal Garurumon died in the battle. Then, free of corruption, Qinglongmon delivered a special program for the two Digimon that modified their data, creating two Digitama never seen before from which Victory Greymon and Z'd Garurumon would hatch.
