RESCUE AND FIREFIGHTING SERVICE (RFFS)


CONSTITUTION OF WELFARE ASSOCIATION, RFFS CADET OFFICERS INTAKE TWO
PREAMBLE
This association seeks to provide and secure the welfare of its members. The intention is to
establish an accountable and responsible welfare in order to safeguard the future of members
in the occurrence of any unforeseen circumstances and give various forms of supports to
members where necessary.

CHAPTER 1

ARTICLE 1

NAME AND MOTTO

a. This association shall be known and called “RFFS Cadet Officers Intake Two Welfare
Association”.

b. The motto of the association shall be known as “securing the future; possible together”.

ARTICLE 2
a. This constitution shall be the supreme law for the governance and administration of the
welfare association and any law(s) found inconsistent with any provision in this constitutio n
shall to the extent of the inconsistency be null and void.
b. Failure to carry out the terms of an order or direction contained in this constitution shall
constitute a violation of this constitution and shall attract sanctions as enshrined in this
constitution.

CHAPTER 2

ARTICLE 3

GENERAL FUNCTIONS OF THE ASSOCIATION

The general functions of the welfare association shall be:


a. To bring together and foster unity among its members
b. To plan, coordinate and execute welfare programs and activities
c. To serve as the official mouthpiece of its members on welfare related matters at manageme nt
level.
d. To ensure a healthy relationship between the welfare association, senior officers and
management of the service.

CHAPTER 3

ARTICLE 4

MEMB ERS HIP

There shall be two categories of membership


a. Substantive membership
b. Honorary membership

ARTICLE 5

SUBSTANTIVE MEMB ERS HIP

a. All RFFS Cadet Officers intake two of Ghana Airport Company Limited shall become
substantive members of the association.
b. All substantive members of the association shall pay monthly dues for the smooth running
of the association.
ARTICLE 6

HONORARY MEMB ERS HIP

a. The association shall have two patrons


b. The chief patron shall be the officer who provided the seed money of the welfare fund.
c. The other patron shall be chosen upon careful consideration exclusively by the Executive
Committee with approval from the General Assembly.
d. The honorary members shall advise the Executive Committee and the General Assembly.

CHAPTER 4

ARTICLE 7

STRUCTURE OF THE ASSOCIATION

The Association shall have three organs:


a. There shall be a General Assembly. It shall comprise of all dues paying members of the RFFS
2018 Officer Cadet intake.
b. There shall be the Executive Committee. The Executive Committee shall be made up of the
Chairman, Secretary General, Organizer, Financial Secretary and Treasurer.
c. There shall be the Executive Council. It shall be composed of the Executive Committee, three
selected members and one nominated member from each airport in Ghana where the RFFS has
a sub station.

CHAPTER 5

ARTICLE 8

FUNCTIONS OF THE ORGANS:

THE GENERAL ASSEMBLY

a. The General Assembly shall be the highest legislative body of the association.
b. It shall determine the annual dues and or other contributions deemed necessary to be paid by
all members based on the suggestion of the Executive Committee.
c. Except where otherwise stated by this constitution each member of the General Assembly
shall have one vote at all meetings.
d. The General Assembly shall have the power to approve or disapprove some decision taken
or acted on its behalf unless in instances of emergency.

ARTICLE 9

THE EXECUTIVE COMMITTEE

a. Shall have the sole authority over the day-to-day administration of the association.
b. Except where otherwise provided by this constitution, the Executive Committee shall have
the power to appoint all committees with approval of the General Assembly.
c. Shall ensure and oversee to the implementation of decisions made by the General Assembly.
d. Shall in consultation with committee chairmen provide appropriate resources to any
committee to execute their duties in emergency situations.
e. The executive committee shall determine the number of times members are to benefit from
the welfare based on the assessment of the situation.
f. The Executive Committee shall be responsible and accountable to the General Assembly.

ARTICLE 10

EXECUTIVE COUNCIL

a. Shall act on behalf of the General Assembly in their absence in emergency situations and
shall inform the General Assembly as soon as possible.
b. Shall have oversight over the activities of the Executive Committee.
c. Shall be responsible to the General Assembly.
d. Shall receive, deliberate and approve committee reports of the association.
e. Shall appoint an independent electoral commissioner.

CHAPTER 6
ARTICLE 11
DUTIES OF OFFICERS

CHAIRMAN/ CHAIRPERSON

a. Shall be responsible for the general running of the association.


b. Shall preside over all:
i. Executive Committee meetings
ii. Executive Council meetings
iii. General Assembly meetings
c. Shall be a signatory to the welfare account.
d. Shall have oversight responsibility of any committees set up by this constitution.
e. Shall have power to appoint an officer or member to perform any assignment in the name of the
association.
f. Shall deliver the state of the association during General Assembly meetings.

ARTICLE 12
GENERAL SECRETARY

a. Shall have executive powers in the absence of the chairman/chairperson.


b. Shall in consultation with the chairman summon all Executive Committee, Executive Council and
General Assembly to meetings and keep records of such meetings thereof.
c. Shall formulate and establish clear lines of communication and information dissemination.
d. Shall furnish Executive Committee, Executive Council and the General Assembly with minutes of
previous meetings.
e. Shall in consultation with the Chairman handle all general correspondence on behalf of the
association.
f. He shall publish reports on General Assembly meetings
g. Shall be a signatory to the welfare account
ARTICLE 13

ORGANIS ER

a. He shall be responsible for the organization of all social functions of the association.
b. He shall act as Public Relations Officer of the association.
c. He shall be responsible for getting members to attend functions of the association.
d. He shall suggest to the Executive Committee for considerations programs and policies he finds
necessary.
e. Assume the position of the General Secretary in his absence.
f. Shall be responsible for the organization of all programmes of the association

g. Shall prepare for approval budgets for programmes
h. Organise elections and set out election modalities in consultation with the electoral
commissioner.

ARTICLE 14

FINANCIAL SECRETARY

a. Shall keep accurate financial records of the association.


b. Shall have custody of all financial documents of the association and makes sure all monies
are kept in the bank.
c. Shall make available for official use any amount that he/she in consultation with the
Executive Committee may decide to spend.
d. He shall be a signatory to the association’s account and shall have power to withdraw money
from the said account only in consultation of the Executive Committee.
e. Shall prepare the financial statements of the association and shall present it to the Executive
Committee and General Secretary on quarterly and yearly basis.
f. Shall present all financial documents to the audit committee for their quarterly and yearly
audit.
ARTICLE 15
TREASURER

a. Shall be responsible for the collection of dues and all monies of the association and keep
accurate records thereof.
b. Pursuant to article 14 (a), makes sure such monies collected are deposited in the account.
c. In consultation with the financial secretary, shall prepare budgets for the release of funds for
any programme.
d. In consultation with the financial secretary, take investment decisions for approval by the
Executive Committee.
e. Perform any other function(s) as delegated and assigned by the Financial Secretary.

CHAPTER 7

ARTICLE 16

INDEPENDENT COMMITTEE

Bar any amendment by the General Assembly, independent committees shall be:
a. Audit Committee
b. Welfare Committee

ARTICLE 17

THE AUDIT COMMITTEE

a. There shall be constituted within the association a three (3) member audit committee which shall be
approved by the General Assembly.

b. Shall audit the association’s account and present it to Executive Council before presenting it over to
the General Assembly.
c. The audit report shall include:
i. An income and expenditure account of the association as audited.
ii. Statement of cash flow at the end of the accounting period (31st December)
iii. Shall have a period of 3 months to present their report to the General Assembly.
iv. A detailed statement of financial administration.
v. Statement of committees’ assessment of the financial position of the association and

committee’s recommendation.
ARTICLE 18

THE WELFARE COMMITTEE

a. The Executive Committee shall constitute the membership of the welfare committee.
b. The chairman shall be the head of the welfare committee.

ARTICLE 19

FUNCTION OF THE WELFARE COMMITTEE


i. Shall plan, initiate and execute all welfare issues including but not limited to social, financ ia l
and emotional well-being of members.
ii. See to the disbursement of welfare benefit to members.
iii. Disbursements of welfare benefits shall be done in but not limited to instances of funerals,
weddings and engagements, child dedications and prolong illness.
iv. Shall determine appropriate amount as welfare benefits to members on case by case basis.
v. Shall perform any related functions as may be assigned to it by the General Assembly.

ARTICLE 20

ELIGIB ILITY CRITERIA FOR WELFARE BENEFICIARIES

i. Must be a Rescue and Fire Fighting Service worker at Ghana Airport Company Limited. ii.
Must be members of good standing.
iii. Must not default in payment of dues of more than three months’ payment and other
contributions. Conditions of default in payment of dues shall be determine by the welfare
committee.

CHAPTER 8

ARTICLE 21

AMENDMENT

This constitution is subject to amendment only at General Assembly meetings. Any member
of the association shall submit a motion for amendment in writing and handed over to the
Chairman. A motion for amendment shall only be opened for deliberations after the proposer
and the seconder have been given the opportunity to speak in support of the motion. With the
consent of the General Assembly, the amendment shall be withdrawn or accepted.

ARTICLE 22

DECLARATION

We the members of the RFFS CADET OFFICERS INTAKE TWO, do hereby enact, adopt
and establish for ourselves this constitution as the LAW and PRINCIPLES for the governance
of this welfare association.
