Jennifer Boylan (Democratic Party) is a member of the Rhode Island House of Representatives, representing District 66. She assumed office on January 3, 2023. Her current term ends on January 5, 2027.

Biography

Jennifer Boylan grew up in New York and lives in Barrington, Rhode Island. Boylan graduated from New Hartford Senior High School in New York. She earned a B.A. in geology and earth science from Franklin & Marshall College in 1987 and an M.A. in earth and planetary science from Washington University in St. Louis in 1989. Her career experience includes working as an environmental consultant at Swidler Berlin and The Brattle Group and as a director of operations at PacketLogix. Boylan was appointed by Gov. Gina Raimondo (D) to the Working Group for Gun Safety.[1][2]

Jennifer is a mother, wife, family business operator, and proven leader who has lived in Barrington nearly 20 years. With a background in environmental science and over a decade leading and advocating at the RI State House, Jennifer has a strong understanding of our community and a track record of collaboration and making change. If elected, she will take her energy and experience to the House of Representatives to continue work on issues critical to Rhode Island’s future, including addressing climate change, passing common sense gun laws, protecting and strengthening reproductive rights, and supporting the small business community.
  • Reducing climate change and protecting the environment have always been important to me. I spent 12 years as an environmental professional, both as a government contractor doing environmental investigations and as litigation consultant helping clients access funding for hazardous waste cleanups. Living in a coastal community means that the impacts of climate change and sea level rising are happening in front of our eyes. We must take bold action to pass on a livable planet to future generations.
  • The 2012 Sandy Hook shooting changed everything for me. Before that day, I never once worried about my children’s safety at school. After Sandy Hook, I woke up to a world in which I needed to be involved and part of the solution - to make changes to keep my family and community safe from gun violence. As a volunteer and a leader with Moms Demand Action for Gun Sense In America for nearly 10 years, I had the opportunity to work on many legislative initiatives. This work gave me a front-row seat to the law-making process. I have attended countless hours of hearings and have watched politics play out. I have met with lawmakers and advocates, testified and learned to build effective coalitions to make RI safer. We still have work to do.
  • The ability to choose if, when, and how to give birth is fundamental to women’s economic success, educational achievement, and overall health and well-being. Access to safe and legal abortion is essential for Rhode Island women and for all women. Rhode Island needs to protect a women’s right to make healthcare decisions about her own body and pass the Equality in Abortion Coverage Act (EACA). EACA would add coverage of abortion to our state Medicaid program, which covers over 315,000 Rhode Island residents, and eliminate harmful laws that prevent people enrolled in Medicaid and more than 17,000 state employees (and their dependents) from using their insurance to cover abortion.
I love Rhode Island, and I want to improve the lives of everyone in our community. I pledge to make decisions based on what is best for our citizens, to find common ground when conflicts arise, and to continually listen and learn. My core areas are preventing gun violence; healthcare and women's reproductive healthcare; protecting the environment and preparing for and mitigating climate changes; and ensuring small businesses thrive.
