[Outlaw] Re-enable for Midnight - #8000

Outlaw changes

This PR mainly cuts through a lot of out of date or duplicate analysis.

• Updated Killing Spree's CD
• Updated Roll The Bones guide subsection to account for Dragon-Bone Dice
• Added the bonus CP given by Blade Flurry to CASTS_THAT_ARENT_CASTS
• Added Preparation to Cooldowns Efficiency
• Removed the Blade Rush guide section and added BR to Cooldowns Efficiency
• Removed multiple duplicate Roll The Bones statistics
• Removed a duplicate wasted builder chart
• Disabled the APL for now as it is incorrect, I'll work on it later
• Updated the CP spending recommandations
• Removed anything stealth related, also true for Hidden Opportunity stuff though it will need to be added again with modifications for 12.1

Core changes

• Updated TooltipElement to work when content is 0 (supposedly)
