2.0 INTRODUCTION

NEON Corporation was established in September 2019 and has it based in Kuala

Lumpur. It built as a company that provide a variety of services to safely deliver a quality

product and services on time in a good value in market. Our focus is more on commercial

building and development. This company consist of four main members that contribute the

ideas, knowledge, experience based on their field in environmental management and

professionalism. So, we combined all the ideas, experience and knowledge together to build

up this consultation company regarding the environment to solve their issues.

NEON has gained a wealth of experience in developing office space, tenant build-

outs, restaurants, retail space, car washes, convenience markets, day care facilities,

industrial/manufacturing warehouses, as well as many others types of buildings. Even the

majority of its work is new construction, NEON has also completed many challenging

renovation and rehab projects with great success. The vision is to become the leading of

various services firm, while delivering projects that consistently exceed international standards

and provide exceptional customer satisfaction. While the mission is to become the customers'

most preferred choice by attaining excellence in quality and timely completed value-added

projects.

NEON has also received two awards under the green management in early 2020

and at the end of 2020. The awards are getting recognition for the most functional product in

vegetation management program conducted by Green Globe and 2nd runner up for the

program of Ground Control Caring for Environment.

3.0 VENDOR PROFILE

NEON company will concentrate on the projects or services of high quality towards

this customer by specialising in specific customer needs. The best way to solve their demands

allows us to increase revenue and to strengthen ties with our customers. In order to deliver

the finest customer experience. We would be sure that the customers are treated well from

the initial proposal to the final delivery of the project. If Neon Company had been awarded of

this contract, we will ensure the customer’s purpose would be delivered effectively. Other than

that, we also will do the best to finish the project within the budget allocated to us. In addition,

our company will ensure the project will complete on-time as well as the finishing of the project

might be incredible and thus satisfied your purpose.

The term EQA is describe a way to compare the testing of a lab with a non-laboratory

source. The performance of a pair of laboratories or a reference laboratory performance can

be compared. So, there are a process that commonly used in management. Neon Company

intend to use all of the process in order to ensure the project run effectively and completed

on-time. The process started from proficiency testing, rechecking or retesting and last process

is on-site evaluation. All of the process would be used in delivering the project. It is because

EQA will helps to ensure that the contractor can give credible results to customers.

Our company able to give assist and providing consulting services to meet the

customer's needs and satisfaction. In addition, we also provided consultations on

environmental hazard avoidance, control and remediation using alternatives and customer

issue solving methodologies. The work also the planning and quality assurance monitoring to

support the primary project team in the project planning of few industry studies on

environmental services such as consultants. Therefore, we would able to manage a project

that aim to preserve the environment as well as sustaining the natural habitat.

Our customer feedback is important because from the feedback given by the customer,

our company will take as a spirit to be more successful in the future. One of the feedbacks

that give us a big impact to move forwards is when the customer is really satisfied with our

service and thus the customer had recommended us to another people to try our service. And

luckily, most of the customer give a positive feedback when the project had completed.

7.0 MANAGEMENT SECTION

7.1 Description of work tasks

The management division is focused on management in completing tasks assigned by

the company in a given period of time, gaining knowledge about company operations,

company involvement in projects carried out with other companies, learning how to deal with

disputes, need to attend meetings and workshops to increase knowledge and existing skills

also provide support, suggestions and recommendations in the improvement of a job, review

documents, provide complete documentation for each project carried out and help the

management of the company run smoothly.

The management team is responsible for supervising and ensuring construction for

vegetation management in Mount Jerai is controlled, maintaining the charm and

characteristics that the open spaces bring to the community and preventing any risks and

problems that may occur during project implementation by using several means so that project

implementation going smoothly. This work also includes the construction of an edible garden

and mini petting zoo which requires consultation with the customer in advance so that the

implementation of this project can be carried out properly. In fact, team managers need to do

careful planning in every activity and task done for the project as well control quality assurance

to assist key project teams in project planning on several sector studies on construction for

vegetation management.

In each department, namely the department of human resources, marketing, finance

and marketing in the company, the management team is very important in helping the

implementation of the project run smoothly where the management team must ensure that

each task and activities given are done well and smoothly according to the timeline to avoid

unwanted problems occurring and no defects occurring in the execution of the task. The

management division also needs to coordinate the scope and the level of employee position

to ensure that there are no excessive tasks in other scopes and that no employee has to do

more work than other employees and that it is balanced between each employee. Thus, the

project can be executed well without any misunderstandings and communication errors

occurring. The entire activities that take place in all departments should be monitored and

supervised by the manager as it is the responsibility that must be implemented by the manager

of each department.

7.2 Deliverables

The project creates deliverables where it is simply the result of a project or a process

in a project. The scope of this project is to build a mini petting zoo and edible garden. That

means deliverables can be something as big as the project objectives themselves or reporting

that is part of a larger project. This project will benefit people who participate directly or

indirectly. Although this project is vegetation management in the natural area of Mount Jerai

and along roadways in hillside areas, our company will ensure that the construction done in

the area for vegetation management is to protect and conserve the environment. With the

construction service from our company, we are sure to maintain the function and

attractiveness of the open space in Mount Jerai as well as ensure fire risk in the place can be

reduced by ensuring the biodiversity in the target area can be maintained preferably including

animals or species that should be protected, tributaries and waterways as well as existing

historical resource to ensure that future generations can enjoy it all despite the construction

done. Therefore, we will ensure that the environment in Mount Jerai is well protected and

healthier as expected to ensure more visitors and the community will make this place a must

place to visit in Malaysia in the future due to the construction of vegetation and a natural

environment that can be enjoyed and more appreciated by the community and visitors by

making this place as a valuable asset as there are protection and changes made and prevent

this place from being affected and unwanted problems as well as dangerous incidents.

7.3 Project Schedule

The schedule for this project has been arranged by the management where the

schedule is according to the project that needs to be done to enable this project to be

completed within the stipulated period according to the customer's request. This is where the

project schedule is from the period of this project starting on 1st September 2021 until 31st

August 2023 which is for two years the period given in completing this project. Here, for more

information, we have prepared a Gantt Chart and Responsibility Matrix as well as Network

Diagram on this project.

7.4 Project Organization

Our project will be led by Izzah who holds the position of general manager. The project

manager is the key to project success and customer satisfaction. She will play a role in

monitoring the daily project activities performed by employees according to the project

schedule so that the project runs smoothly without any defects and errors that could affect the

implementation of the project. In fact, Izzah also needs to plans the goals and objectives of

the project and communicates with employees to ensure employees understand the objectives

of the project in reaching agreement from customers. A comparison of actual progress with

planned progress is done by her by compiling system project management information

manually or computerized including measuring project performance using appropriate

systems, tools, and techniques. In the meantime, Izzah also needs to ensure that the

resources used are appropriate and decide which duties and responsibilities should be

performed by the employee as well as delegate authority to one employee to assist her in

project supervision. Appropriate validation techniques are used by her in managing changes

in project schedules, costs, and scope to ensure all projects are completed on time. Izzah also

needs to take immediate action if costs or progress change during the implementation of the

project and do risk management to minimize project risk.

The finance department is headed by Nafisa who holds the position of finance

manager. Nafisa plays a role in producing the company's annual financial report and project

financial report in ensuring that the cash flows, inflows, and cash outflows of the given budget

are correct and adequate. This is to ensure that cash is available when needed in carrying out

project activities until the project is completed. In fact, she will track daily operating data such

as budget cash withdrawals to ensure that money is spent to purchase the resources and

items needed to implement the project. Things like money laundering will be avoided to ensure

the project is carried out successfully without having to face financial risks. The finance

manager will also suggest the most appropriate way to finance the project, raise funds, and

then monitor the implementation and operation of the project. This shows that the financial

manager can help develop strategies and plans for the long -term financial goals of the

company including in ensuring that project finances are within the cost and budget given.

Next, the marketing manager. The marketing manager is led by Alieshah. Alieshah

plays a role in evaluating and optimizing marketing strategies in enabling companies to move

forward faster in terms of marketing compared to other companies. She will also play a role in

obtaining current information by making research related to trends and marketing strategies

used in the current so that it can be adapted into the company for use in growing the company's

marketing and enable the company to compete strongly with other companies. In ensuring the

company maintains a highly competitive advantage over competitors, she will be responsible

for increasing sales volume and promoting the project through social media platforms,

websites and creating advertisements to attract more customers and subsequently achieve

satisfactory success.

The last one is human resource department. Aina is the person who will lead this

department as she holds the position of human resource manager. Aina plays a role in

recruiting and hiring suitable, capable, and skilled employees in ensuring that the company

can run the operation and implementation of the project well, perfectly, and effectively. In fact,

she will be responsible for employee salary by managing payroll plans by conducting periodic

payroll reviews, preparing payroll budgets, monitoring, and scheduling individual employee

payment actions including recommending, planning, and implementing pay structure reviews.

In the meantime, she as the human resource manager will implement the employee benefits

program and inform employees about the benefits by reviewing and evaluating the needs and

trends of benefits. In order to avoid occupational risks and ensure the safety of employees,

less skilled employees will be sent to training programs or seminars to increase knowledge,

understanding and improve the skills of employees in their fields to make them better

employees and contribute to the company better.

7.6 Experience

Neon Corporation is a firm that was established in September 2019. This organisation

is composed of four individuals who contribute their ideas, skills, and experience in the field of

environmental management and professionalism. As a result, we pooled all of our ideas,

expertise, and skills to form an environmental consulting firm to address their concerns. All of

them has many skilled and highly capable employees in performing each job efficiently, with

integrity and responsibly in ensuring the job is completed within the given time. With the great

leaders and good employees in the company, this indirectly enables the company to be one

of the best companies in Malaysia.

Meanwhile, Neon Corporation which is the company that provide variety of services is

a company that has been successful in completing many projects such as manufacturing or

industrial warehouses, creating office space, restaurants, tenant build-outs, retail space,

convenience markets, car washes, day care facilities, and many other sorts of structures.

NEON has executed numerous difficult rehabilitation and rehab projects with excellent

success, despite the fact that the majority of its work is new construction.

Although the company has only just started operations in September 2019, with

impressive success in completing many services and gaining high offers and trust from

customers, in early and in the end of the year 2020, Neon Corporation has been awarded with

two awards under the green management. The awards conducted by the Green Globe gave

high recognition to Neon Corporation where Neon Corporation won the award for the most

functional product in the vegetation management program and Neon Corporation got the

second awards as the 2nd runner-up for the Ground Control Caring for Environment program.

8.0 TECHNICAL SECTION

The technical section is the essentially how our company find issues and must to

solve in order to complete a successful project proposal. We understand the difficulties and

we are concerns as well as we will propose method and solution. Hence, the benefits that may

be gained by utilising the suggested approaches and solutions by NEON Corporation, are all

included. Not only will the project team be involved in this process, but so will the clients and

the customers.

Firstly, to maintain the habitats in Mount Jerai. Habitat preservation is critical for

biodiversity conservation. Because they live in several natural habitats, migratory animals are

particularly sensitive to habitat loss. This necessitates not only the preservation of the two

habitats for migratory species, but also the preservation of their migratory path. So, the

initiatives that we took is to develop mini petting zoo and edible garden.

Secondly, JC wants us to plan for fuel ladder which very dangerous when we let it

spiral for too long. Mount Jerai is a very old historical place that needs to be treated to ensure

the safety of the public and also its surroundings. The solution is we cut down the disruptions.

Ranches, farms (crop, cattle, trees), developments, and isolated homesites, but especially the

urban/wildland interface, should include fire prevention and mitigation in their management

plans. This interface should serve as a policy for zoning and community development. Fire

mitigation is made possible through self-help, local cooperation, and an awareness of nature.

Erosion, floods, and biological damage (vegetative, wildlife) should all be avoided rather than

accepted as a result of fire. Selecting the right homesite, according to zoning rules, landscape

planning, and defensible space are all part of fire protection (and damage minimization).

Next problem is the failure to properly maintain vegetation can also create wildfires,

and utilities can be held liable for any property damage caused by wildfires if their equipment

contributed to the fire in any way. When one utility's equipment was discovered to be

implicated in a fire, it lost nearly $7 billion, another was responsible for up to $15 billion in

property damage, and yet another utility's stock dropped 13% the week after its equipment

was linked to a wildfire. Furthermore, failing to manage vegetation might result in the loss of

lives. In October 2017, 18 people were murdered in 12 wildfires caused by utilities, eight of

which were caused by a lack of appropriate vegetation control. What we will do is electing the

right homesite, according to zoning regulations, landscape planning and design with mixed

plant species, fuel discontinuity, fuel load reduction, and fire breaking are all part of fire

prevention (and damage mitigation). Climate, terrain (slope, soil, elevation), vegetation

(drought-tolerant plants, fire-adapted plants, and species that may be managed to reduce fire

travel) and fire frequency in the area must all be considered.

Furthermore, we come up with mini petting zoo where tourists can experience the

beautiful atmosphere of Mount Jerai while feeding the animals and witness the beauty of

nature that is suitable for all ages. Malaysia in general has a low recycling rate, so we had an

idea to provide the edible garden for all. This garden is also having a freshly planted garden

that can be picked and eaten fresh. Tourists and also the public can experience their own

farming experience by using recycled items such as boxes, used tires and empty cans.

Although we are improving Mount Jerai by creating diverse facilities. We do not touch on the

historical aspect brought by this mountain. The tourists can enjoy and learn the history that

once existed on this mountain.

9.0 COST SECTION

In this section, we have allocated our budget that have been used in the project. A project

budget is the entire estimated expenses for completing a project over a certain period. It is

used to figure out how much the project will cost at each stage. Labour expenses, material

procurement prices, and operational costs will all be included in the project budget. It is not,

however, a static document. Throughout the project, your project budget will be evaluated and

resurrected (Bridges, 2019). Total allocation for this project is RM 2,000,000.00. Hence, we

have included our calculation budget on the table below.

10.0 RISK ANALYSIS

Risk analysis has been defined as the process of determining the likelihood of a risk

occurring in a project. It investigates the unpredictability of possible risks and how they

might affect the project's time, quality, and costs if they materialized. Risk can be analysed

quantitatively or qualitatively. However, because risk analysis is not an educated guess, it

is critical to track hazards throughout the project life cycle (Bridges, 2021). On different

sorts of projects, risk management might mean different things. Risk management

solutions for large-scale projects may require considerable thorough planning for each risk

to ensure mitigation strategies are in place if problems develop. Risk management may

be as basic as a prioritized list of high, medium, and low priority hazards for smaller

11.0 CONTROL SYSTEMS

Neon Corporation has implemented the project according to a set control system

where every project activity, employee task and project progress will be monitored by Izzah

who the General Manager is where she also took over the duties as our Operation Manager.

This is where he is fully responsible throughout the project process takes place to ensure the

project can be completed within the stipulated period and according to the stipulated schedule

to ensure no untoward things happen that could affect the course and implementation of the

project within the stipulated period.

In ensuring that this control system runs well, several processes of project control need

to be followed. The first project control process is establishing the baseline plan. In general,

the baseline plan is concerned with demonstrating on how the project scope will be completed

on time and within budget. This is where the project task can begin once the customer and

the contractor or project team have agreed on this baseline plan. Then, to ensure that

everything is going as planned, progress must be monitored. This is where the goal of this

project is to improve the Town's efforts within Town owned parks and open space to reduce

fire threats while preserving the charm and qualities that the open spaces bring to the

community. In fact, this project also wants to achieve the goals and objectives that have been

set within the time frame that has been set according to the scope of the project and the

estimated number of projects since the beginning of the discussion was held. Based on the

discussion, the total project cost estimate will not exceed the total budget given which is not

more than RM2 million in ensuring the goals, objectives and objectives and goals of the project

The third process is to collect data on the actual performance of the project. This

includes the actual time each activity started and when each activity was completed. This also

includes the actual cost incurred in carrying out certain activities and throughout the process

of project implementation is carried out as well as the value of the work after the project is

completed. All this data will be collected by the person given the responsibility where this data

is very important to see how far the project has been implemented and the actual performance

of this project where it helps to show demonstrations about the project as discussed in the

initial meeting project. Thus, according to the costs and schedules shown in the WBS and

data, this will help in ensuring that the project has an improved performance over time, and it

is running in accordance with the planning that has been set.

The fourth process is the change of project plan. This is where some changes can

occur when a project is underway where changes to the schedule, project scope and project

budget can change. This change can be done by the project manager or customer, or it can

change when something unexpected happens. Any changes that occur should be included in

the new baseline plan where changes often occur in terms of project scope, schedule, and

budget that may differ from the original baseline plan. Changes that occur must be updated

and informed to each department regarding the changes made to make it easier for them to

know this and help what is needed. These new changes must also be communicated to the

person in charge at an immediate rate to avoid unwanted problems occurring by holding an

appointment or by contacting them. Thus, any problems and confusion can be avoided

between those implementing the project and to the client. Effective communication is the key

to the good implementation of this project especially when there is change as well as high

teamwork in ensuring that no untoward incidents occur during the implementation of the

project.

The final process is to take corrective action when necessary. This is where once the

estimates have been calculated and the table has been updated, they need to be compared

with the baseline plan and the estimates are then analysed for variance. Corrective action

needs to be done through based on the project between the actual performance and planned

performance. Actual performance is a situation where the implementation of the project is

actually carried out as what and the planned performance is the proposal of this project where

the project should be carried out as what where the actual performance should be . The project

manager will handle corrective action as he is responsible for managing the project

implementation process where she needs to identify the problem, the cause and reason of the

problem and find a solution to solve the problem by taking certain steps in solving the problem.

Thus, this to some extent will help prevent bigger problems from occurring and reduce existing

problems especially when faced with delays in completing certain activities to the detriment of

other activities and a new period to complete them should be set immediately and completed

as soon as possible so that the whole project can be completed within the stipulated period.

Based on this project, the cost required is not more than RM2 million as stipulated and can be

completed within the stipulated time as well as the project schedule that has been completed

carefully to avoid any problems that could lead to corrective action needs to be done.

14.0 CONCLUSION

Even though the NEON Corporations company has just grown into this development

company, we will still work as hard as we can to make our clients and customers proud. We

will continue to work as best we can and will not give up until we get what our customers want.

We sincerely hope that we are selected to complete this project. Communication is very vital

and it is frequently carried out face to face in the back office or over the phone when out in the

field. With the transition to a digital procedure, these touchpoints have been eliminated, and

work orders may now be issued to crews without ever entering the office. As a result of

improved communication, work teams have become more efficient and productive. A planner

or inspector will also approach the clients to request permission or authorization to work on

the property. These client connections are frequently complex and delicate. Requests from

our clients are very much our driving force to continue to grow as a new company and can
