Omezy (omezy.io) is a browser random chat with three separate queues, text, voice and video, each on its own page. HearMe has two of those three and leaves the third out on purpose: there is no camera mode to choose against, because there is no camera mode at all. What Omezy offers, by its own pages

Omezy pairs you with one stranger at a time in one of three queues: text, voice or video. Each queue has its own page. Starting as a guest means confirming you are 18+, adding one optional interest and pressing Start; a free account allows more interests and lifts a daily allowance and a cap on how long a single call runs. It says there is no paid tier.

Its home page describes the voice queue as talk with no camera, and its blog says the camera stays off in voice chat and that text is the fully anonymous way to use the site. Both are real no-camera doors. What is different about HearMe is structural: Omezy is a site with a video queue that also runs two no-camera queues, while HearMe has never had a camera page. What HearMe adds

  • Rooms and a ring: when the queue is quiet at your hour, join a room that has people in it, or ask to be rung when someone arrives. HearMe never lists an empty room.
  • A way to keep a good conversation: your last 20 matches stay in a private history for seven days, and a free account lets you send a friend request and keep a DM thread, with nicknames only.
  • A per-person block: a signed-in user can block someone so they are never matched again.
  • No guest limits: no daily cap and no per-call cap.

What Omezy offers that HearMe does not

A video queue. If the camera is the point, Omezy has that mode and HearMe does not, and no amount of comparison changes it. Omezy also matches within your country by default, which is a sensible way to share a language at quiet hours; on HearMe the country filter is a Premium option, and free matching is worldwide.
