In @swamp/gcp/cloudbuild/builds 2026.08.12.2, INSERT_CONFIG requires path parameter projectId, but create initializes params as { project: projectId }. Every create fails locally with Missing required path parameter: projectId before making an API request. Please set params.projectId for create/list/get methods whose discovery path uses {projectId}.
