WHEREAS, the Barangay Poblacion Sur is committed to the protection, preservation and
conservation of the ecosystem;
WHEREAS, it is the responsibility of the barangay to effectively and efficiently implement the
Solid Waste Management System under Republic Act No. 9003 in its territorial jurisdictions;
WHEREAS, Section 16 of the Local Government Code (RA 7160) also provides:
“SEC. 16. General Welfare. – Every local government unit shall exercise the powers
expressly granted, those necessarily implied therefrom, as well as powers necessary,
appropriate, or incidental for its efficient and effective governance, and those which are
essential to the promotion of the general welfare. Within their respective territorial jurisdictions,
local government units shall ensure and support, among other things... promote health and
safety, enhance the right of the people to a balanced ecology, maintain peace and order, and
preserve the comfort and convenience of their inhabitants.”
WHEREAS, the unsystematic waste disposal by households and commercial/business
establishments cause unsightly surroundings and spread of communicable diseases;
NOW THEREFORE, on motion of Barangay Kagawad Romy F. Fortades duly seconded by
Barangay Kagawad Mario H. Costosa,
BE IT ORDAINED BY THE SANGGUNIANG BARANGAY OF POBLACION SUR ON ITS
REGULAR SESSION ASSEMBLED:
