EXCERPTS FROM THE MINUTES OF THE MEETING OF THE 4 th REGULAR SESSION OF
SANGGUNIANG BARANGAY OF BARANGAY DEAN LEOPOLDO YABES (PUG – OS), SINAIT, ILOCOS
SUR HELD AT BARANGAY HALL ON APRIL 6, 2025 AT 3:00 O’CLOCK IN THE AFTERNOON.

MINUTES OF THE SESSION:
A. Call to Order:
The session was called to order by IRWIN M. ANCHETA Punong Barangay/Presiding
Officer at 3:00 o’clock in the afternoon who continued to preside over the session. SK Chairperson
Ireneo I. Zate Jr. led the prayer seeking the presence and guidance of the Almighty followed by
the singing of the National Anthem.
B. Roll Call:
The Presiding Officer requested the Barangay Secretary to call the roll. Thereafter, since
everybody was present a quorum was declared.
C. Approval of the Minutes of the Previous Session:
Again, the Barangay Secretary was then requested to read the minutes of the previous
session. After reading, and there are no corrections were made the minutes of the previous session
was approved as read.
D. Privilege Hour
Punong Barangay /Presiding Officer Irwin M. Ancheta greeted everyone a pleasant afternoon and
he is very grateful to all the Barangay Councils for maintaining 100% attendance for every regular and
special session.
E. Committee Reports:
a. Brgy. Kagawad Geraldine R. Malupeng was recognize and reported that she conducted
meeting with the residents of Purok Waterlily on March 22, 2025m @3PM wherein the Purok
Officers were retained, she emphasizes the Kalinisan Day (every Sunday) collection of
Saranay (Death Aid) and residents of said purok requested to have their drainage canals.
b. Brgy. Kagawad Vernaflor D. Ibatuan who is in charge of Purok Villa Flores also stated that
during the conduct of their meeting about 80% among the residents were present, aside from
reiterating the Brgy. Ordinances, collection of Saranay and Kalinisan Day she asked their
cooperation in all the activities of the Barangay.
c. Barangay Kagawad Melody P. Baclig during their meeting at Purok Sampaguita on March 23,
2025 @ 2:30PM she informed the body that 34 out of 59 households were present and
reported that some of the Purok Officers were replaced, she encouraged them to participate in
all the Programs and activities of the Barangay. That residents threat especially the fishermen
requested to put up a CCTV camera to prevent suspected individuals who may steal their
fishing gadgets or destroy their Bancas.
d. Brgy. Kagawad Christopher Y Del Rosario in his meeting with the residents of Purok Santan
last March 24, 2025 @ 5:00PM they reorganized the Purok Officers and agreed among them
the collection of Death Aid, Schedule of Kalinisan Day and the conduct of monthly meeting
which is every last Sunday of the month.
e. Brgy. Kagawad Ferdinand Ancheta of Villa Corazon II he averred that in their meeting with
residents of said Purok last March 27, 2025 @ 300PM he reminded all the existing Barangay
Ordinances, the collection of Garbage during the 15th and 30th of the month, Collection of Death
Aid and that no changes in the Purok Officers.
f. Barangay Kagawad Florante Pagud also made a report during their meeting with residents of
Purok Villa Corazon I that no changes of the Purok Officers, he reminded the Kalinisan day
and collection of death aid their only concern is some of the bulb were busted and need to be
replaced.
g. Brgy. Kagawad Rolly Ines also stated that during their meeting with residents of Purok Chico
Village last March 29, 2025 @ 2:00PM they have a set of new Purok Officers and advise them
to make their own by laws especially in the collection of death aid and monthly dues and
afterwhich he reminded to be aware and obey all the existing barangay ordinances.
h. SK Chairperson Ireneo I. Zate Jr. also make a statement that the SK will purchase Two (2) Air
Coolers and additional Trash Bins. He also gladly informed the body that the standing of the
“ALIBTAK DLY” Team for the going Inter Barangay Basketball Tournament Five (5) win and a
row and the next schedule game will be on April 6, 2025.
- The reports of the Barangay Councils were all noted by the presiding Officer.
F. Reading and Referral to Committees of Proposed Ordinances and Resolutions:
Ordinance - One (1) Second Reading of the Proposed Brgy. Ordinance # 002entitled “An ordinance
enacting on Ecological Solid Waste Management of 2025 of Barangay Dean Leopoldo Yabes (Pug – os),
Sinait, Ilocos Sur
Proposed Resolution – One (1) a resolution declaring every 24th day of April is the start/opening of
“Bryan’s Cup Basketball Tournament” in honor of the late basketball player Bryan Laddaran prior to the
celebration of barangay fiesta.
Calendar of Business:
April 11, 2025 - BARco Assessment and Validation
- April 14 - 15, 2025 - Motorcade of DLYMES and Recognition/Graduation Day
- April 17 – 21, 2025 - Activation of BDRRMC (Deployment along shoreline)
G. Other Matters;
- The Punong Barangay reiterates the conduct of FLAG RAISING CEREMONY,
KALINISAN DAY, ZUMBA, HOLY MASS and other activities of the Barangay.
H. Adjournment;
There being no other matter to be discussed, the Punong Barangay adjourned the Session
at exactly 4:30 o’clock PM.

A. Call to Order:
The session was called to order by IRWIN M. ANCHETA Punong Barangay/Presiding

Barangay/Presiding Officer himself lead the prayer seeking the presence and guidance of the
Almighty followed by the singing of the National Anthem.

C. Approval of the Minutes of the Previous Session:
Again, the Barangay Secretary was then requested to read the minutes of the previous
session. After reading, and there are some corrections were made the minutes of the previous
session was approved as read.
D. Privilege Hour
Punong Barangay /Presiding Officer Irwin M. Ancheta greeted everyone a pleasant afternoon and
he also acknowledge the presence of the Purok Leaders as well as representative from CSO’s. He also
gladly commended everybody for their cooperation as Brgy. Dean Leopoldo Yabes (Pug – os) got the nr.
1spot for Barangay Kalinisan Day (BARKADA) and no. 3 spot for Barangay Road Clearing Operation
(BARCO) respectively during the 4th Quarter CY 2024 Assessment and Validation.
E. AGENDA:
- The Presiding Officer Informed the body that as per COMELEC Minute Resolution No. 24
– 1001 states that elected Barangay and SK Officials are allowed to participate in partisan
political campaign activities for the 2025 midterm election as long as no used of Barangay
Funds
- Appointed Barangay Officials are not allowed
- Again, the Presiding Officer announces that the celebration of the town Fiesta is compress
from May 1 – 3, 2025 only. He also said that designated floats to be decorated is the E-
Trike and the schedule of Grand Parade is May 1, 2025 at 4:00PM.
- The Presiding Officer also presented the following Plans to be undertaken during the
upcoming Barangay Fiesta which is tentatively schedule on May 23 and 24, 2025.
a. Basketball Tournament - Seniors Category
b. Popularity Contest
c. Bankatoon
F. Reading and Referral to Committees of Proposed Ordinances and Resolutions:
Ordinance - None
Proposed Resolution - None
G. Calendar of Business:
- May 1- 3, 2025 - Sinait Garlic Festival
H. Other Matters;
- The Punong Barangay reiterates the implementation of the existing Barangay
Ordinances, conduct of FLAG RAISING CEREMONY, KALINISAN DAY, ZUMBA, HOLY MASS
and other activities of the Barangay.
I. Adjournment;
There being no other matter to be discussed, the Punong Barangay adjourned the Session
at exactly 4:10 o’clock PM.
