SANGGUNIANG BARANGAY OF BARANGAY DEAN LEOPOLDO YABES (PUG – OS), SINAIT, ILOCOS

MINUTES OF THE SESSION:
A. Call to Order:
The session was called to order by IRWIN M. ANCHETA Punong Barangay/Presiding
Officer at 3:00 o’clock in the afternoon who continued to preside over the session.
All the Barangay Council bow their heads and offer a prayer for the soul of the late Brgy.
Kagawad Macedonio Baclig Jr. followed by the singing of the National Anthem.
B. Roll Call:
The Presiding Officer asked the Barangay Secretary to call the roll. Thereafter, and since
the absent of Brgy. Kagawad Macedonio A. Baclig Jr. due to his untimely death a quorum was
declared.
C. Approval of the Minutes of the Previous Session:
Again, the Barangay Secretary was then requested to read the minutes of the previous
session. After reading, and there are some corrections were made the minutes of the previous
session was approved as read.
D. Privilege Hour
The Presiding Officer who is in a very emotional feeling because of unexpected incident wherein
one member of this body Barangay Kagawad Macedonio A. Baclig Jr. has just passed away on January 3,
2025 due to alleged cardiac arrest, he expresses that the whole barangay has in deep sorrow for the loss
of a very respected, valued leader and a comrade. He also recognizes his dedication and hard work in
rendering service for the barangay and left indelible marks in the heart of many. May his soul be now in the
hand of almighty God.
The Presiding Officer reiterate the financial obligation for each of every member as indicated in the
Internal Rules and Procedures of Brgy. DLY.
He also encourage everybody to prepare and will contribute during his necro logical program.

F. Committee Reports
Brgy. Treasurer Janine M. Asuncion reported the Financial Statement
Total Cash on Hand - P91,200.00
Total Expenses - P34,920.00
Remaining Balance - P56,000.00
G. Calendar of Business:
- January 8, 2025 (8:00AM) - BDRMMO Tsunami Risk Assessment
H. Other Matters;
- The Punong Barangay reiterates the conduct of FLAG RAISING CEREMONY,
KALINISAN DAY, ZUMBA, HOLY MASS and other activities of the Barangay.
I. Adjournment;
There being no other matter to be discussed, the Punong Barangay adjourned the Session
at exactly 4:20 o’clock PM.

The session was called to order by IRWIN M. ANCHETA Punong Barangay/Presiding

Ireneo I. Zate Jr. SK Chairperson led the prayer seeking the presence and guidance of the
Almighty followed by the singing of the National Anthem.
B. Roll Call:
The Presiding Officer requested the Barangay Secretary to call the roll. Thereafter, since

C. Approval of the Minutes of the Previous Session:
Again, the Barangay Secretary was then requested to read the minutes of the previous

D. Privilege Hour
Punong Barangay /Presiding Officer Irwin M. Ancheta greeted everyone a pleasant afternoon and
in his opening statement he again extends condolences to the bereaved family of the late Barangay
Kagawad Macedonio A. Baclig Jr. he also extends his grateful appreciation to the whole barangay officials
and residents for their participation during the conduct of Barangay Road Clearing Operation (BarCo) and
Barangay Kalinisan Day (BARKADA) assessment and validation.
E. Reading and Referral to Committees of Proposed Ordinances and Resolutions:
Proposed Resolutions – Two (2)
Resolution Nr. 001 – 2025 “Resolution expressing our deepest sympathy and heartfelt condolences to the
bereaved family of the late Barangay Kagawad Macedonio A. Baclig Jr. of barangay Dean Leopoldo Yabes
(Pug – Os), Sinait, Ilocos Sur”
Resolution Nr. 002 – 2025 - “A resolution recommending the appointment of Melody Peralta Baclig as
barangay kagawad”
Proposed Ordinance – None
Committee Reports
- Barangay Kagawad Rolly P. Ines in his committee as Chairman on peace and Order a meeting
was conducted to the members of Brgy. Tanods and Lupon wherein he reiterated their duties
and responsibilities.
- The Presiding Officer commended the reports of Brgy. Kagawad Rolly Ines.
- Barangay Kagawad Christopher Y. Del Rosario committee Chairman on Infrastructure
suggested the continuation /rehabilitation of the Water System.
- The Presiding Officer noted the concern of Barangay Kag. Christopher Del Rosario
- Barangay Kagawad Florante Pagud also suggested the rehabilitation of the Solar Dryer as
there should be a water system and the installation of electricity thereat.
- The presiding Officer also noted the concern of Barangay Kag Florante Pagud
- SK Chairperson Ireneo Zate reported that their Annual Budget was already finalized and ready
for submission.
- A propose measure to conduct again inter Purok Basketball Tournament below 16 years old
category in Celebration to the feast of St. Peter designated Patron of Brgy. DLY on February
22, 2025.
- The Presiding Officer advised them to scrutinized very carefully the contents of their Budget
and the proposed measure of the SK Chairman in the celebration of the Feast of St. Peter was
duly approved;

- January 21, 2025 (1:30PM) - BDRMMO Tsunami Simulation Exercise
- January 22, 2025 (6:00PM) - Holy Mass
- January 27, 2025 (2:00PM) - Necro logical Service of the late Brgy. Kagawad

G. Other Matters;
