PR #2168 (swamp-club#1685) added support for labels, target, platform, and queueTimeout at the workflow and job level with inheritance. The user-facing manual page at content/manual/reference/remote-execution/workflow-placement.md in the swamp-club repo still describes placement as step-level only.

What needs updating

Document workflow-level and job-level placement fields
Document the inheritance chain: workflow → job → step (child wins)
Document the override/clear semantics (explicit labels: {} clears inherited labels, omitted fields inherit from parent)
Add YAML examples showing inheritance and overrides
Update any language that says placement is "step-level only"
